Once settled by scrappy farmers, the springs-drenched Dogwood Canyon has been conserved by a Missouri entrepreneur. Manager, Chad Phillips, says visitors are welcome year round. The president pro-tempore of the Arkansas Senate says he will assume the duties of presiding over the Senate this session in lieu of a Lieutenant Governor.
