Joe Neal is coauthor of “Arkansas Birds,” published by the University of Arkansas Press. His latest book “In the Province of Birds, a Western Arkansas Memoir,” is published by Half-Acre Press. The state Department of Human Services says that more than 49,000 Arkansans have been automatically enrolled in insurance plans based on a formula by the Arkansas Insurance Department. the director of FEMA under President Clinton declares his candidacy for the Fourth District seat in U.S. Congress.
